S17 near Zamość is getting closer. Kobylarnia, 12 kilometers ahead, will collect 361.8 million zł.

In short:

GDDKiA has selected the contractor for the S17 section in Lublin Province

Kobylarnia submitted the best bid at nearly 362 million zlotys

The project will be carried out under the “Design and Build” model

Almost 12 km of this expressway is set to complete the north-eastern bypass of Zamość

Kobylarnia with the best bid for S17

The construction of S17 toward the Ukrainian border is progressing section by section. Now an important step has been taken regarding the section leading through the north-east side of Zamość. The General Directorate of National Roads and Highways selected the most favorable bid in the tender for designing and building the route between the Zamość Sitaniec and Zamość Wschód interchanges.

13 companies and consortia submitted bids. The best bid came from Kobylarnia, valued at nearly 361.8 million zlotys.

No contract yet

The selection of a contractor does not yet mean work will begin. Other bidders can file appeals. If this does not happen, the documentation will be sent for standard preliminary review by the Head of the Public Procurement Office.

Only after that review is complete and the contractor provides a guarantee of proper contract fulfillment can the contract be signed.

The project will be carried out under the “Design and Build” model. Therefore, Kobylarnia must prepare the construction plan, obtain the ZRID decision, then build the road, and finally secure permission for use.

In selecting the bid, price accounted for 60% of the evaluation. The remaining 40% related to extending the warranty period for bridge structures and sound barriers.

Almost 12 km of new expressway around Zamość

The Zamość Sitaniec – Zamość Wschód section will be 11.9 km long. It will begin after the planned Zamość Sitaniec interchange, which will be built as part of the earlier S17 section from Izbica.

The road will then run east of the current DK17. Near the village of Łapiguz, at the intersection with provincial road No. 843, the Zamość Północ interchange will be constructed.

Further ahead, S17 will cross the railway line between Szopinek and Reforma and reach the area around Jarosławiec. There it will connect to the Zamość Wschód interchange, which is being built as part of the next section under construction.

This is an important section not only for the entire S17. Together with adjacent sections, it will create a new bypass around Zamość, allowing transit traffic to avoid the city’s existing streets.

Two lanes and two traffic lanes each

The new S17 will be a typical two-lane express road. Drivers will have two traffic lanes in each direction.

As part of the contract, engineering structures, roads for local traffic, lighting, drainage systems, and animal crossings will also be built. The route will be equipped with traffic safety devices and elements to minimize its impact on the surrounding environment.

This section is significant because it connects two sections that are already in more advanced stages of construction. From the north, S17 approaches from Izbica, while work is already underway in the east from the Zamość Wschód – Zamość Południe route.

S17 to the border is being built in several phases

The most advanced sections currently are those south of Zamość. The Zamość Wschód – Zamość Południe section is 12.4 km long and is being built by Budimex for 440.6 million zł. Further ahead, on the 18.5-kilometer section to Tomaszów Lubelski Północ, Kolin is working on it. The value of this contract is 822.5 million zł.

17.3 km of S17 from Tomaszów Lubelski Południe to Hrebenné is also under construction. This section is being carried out by Budimex for 598.3 million zł.

To the north of Zamość, the situation is more varied. An application has already been submitted for approval from ZRID for the 9.9 km Izbica – Zamość Sitaniec route. The contract worth 504 million zł is being executed by the GAP Insaat, Fabe Polska, and Sine Midas Stroy consortium.

The earlier 18.8-kilometer section from Krasnystaw Północ to Izbica is also awaiting ZRID approval. Budimex is the contractor for this project, with the contract value at 961.5 million zł.

S17 near Zamość is getting closer. The stables are 12 kilometers away and will cost 361.8 million zł - S17 Krasnystaw 22

Meanwhile, bidding is still ongoing for the section between Łopiennik and Krasnystaw Północ, while an application for ZRID has already been submitted for the Piaski Wschód – Łopiennik section as well.

S17 is set to extend all the way to the Ukrainian border

The new road is intended to provide a fast connection between Warsaw and Lublin via Zamość and Tomaszów Lubelski, with access to the border crossing at Hrebenné.

The project is still far from completion, as various sections are at different stages — from planning and bidding to actual construction work. However, the selection of a contractor for the Zamość Sitaniec – Zamość Wschód section fills another gap in the preparations.

If the bidding process is not blocked by appeals, the next step will be signing a contract with Kobylarnia. Only then will design work and the process to obtain ZRID begin, followed by the actual construction of the new S17.
