Saska Kępa – new paid parking spaces under the Łazienkowska Highway

The next change concerns Saska Kępa. Approximately 70 paid parking spaces are set to be created under the rebuilt overpasses of the Łazienkowska Highway, above Paryska Street. Previously, a closed parking lot was located there – after the work, the area will become publicly accessible and be included in the zone, according to Auto Świat, citing arrangements from Wyborcza.pl.

The area is already familiar with pay parking machines. Starting from September 7, 2026, the zone will cover the Międzynarodowa Street area, between Saską Street and the Exhibition Canal. Seventeen machines have been installed there, and the area has around 900 parking spaces. Residents have obtained over 950 subscriptions, allowing them to park free near their homes. This example shows that the zone is expanding not only rapidly but also through small adjustments that include individual streets.

Służewiec and Włochy – fees will apply starting May 17, 2027.

The decision on the next phase was made on June 11, 2026. The Warsaw City Council passed a resolution covering four districts: Wola, Praga-Południe, Mokotów, and Włochy. The first two changes took effect in September. Starting May 17, 2027, drivers will have to pay to park in Służewiec in Mokotów, in the area from Woronicza Street to Bokserska Street, and in parts of Służew. In Włochy, the zone will include Raków and the northern part of Okęcie.

Służewiec has long struggled with parking pressure. The spaces are occupied by office workers, residents of new housing complexes, and people coming from outside the district, often staying for the whole day. Fees are intended to encourage vehicle rotation, but experiences from other parts of the city show what is known as the boundary effect — some cars move just beyond the zone line, increasing congestion on neighboring streets. This in turn becomes an argument for further shifting the boundaries.

Bielany – zone boundaries still open

Studies on parking in Bielany are ongoing to determine the future extent of the zone. It is almost certain that the area between Marymoncka Street and Żeromskiego Street will be subject to fees. It remains uncertain whether the zone will extend to Broniewskiego Street and cover Osiedle Piaski up to gen. Maczka Street.

Problems are also visible on Lower Marymont – in the area of Pęcicka, Pelplińska, Klaudyna, and Lektykarska streets, cars occupy sidewalks and parts of the road. The situation is worsened by the proximity to Żoliborz, where paid parking has been in effect for several years. According to current plans, fees in selected areas of Bielany could take effect in 2028.

Wola – the zone could cover the entire district

The most difficult situation exists on Kole and Ulrychów, near the stations on Line 2 of the metro. The local streets serve as informal transfer parking spots for drivers from other districts and towns outside Warsaw. The scale of this issue is evident in the decision by the Wola Park shopping center to start charging fees for parking longer than two hours.

ZDM is to conduct studies in those parts of Wola where parking meters do not yet exist—likely in the second or third quarter of 2027, after completing the analyses in Bielany. Expanding to the rest of the district is initially planned for 2029. However, all these deadlines depend on the results of the studies, the traffic organization plan, consultations, and decisions by city council members.

More turnover, fewer spaces

Implementing this zone involves more than just installing parking meters. ZDM checks the legality of existing parking spots, updates signage, and ensures sidewalks meet regulatory width requirements as well as proper distances from pedestrian crossings and intersections. In practice, some of the spots that drivers have used so far disappear. The goal is greater turnover and easier parking for residents, rather than an increase in the number of parking spaces.

How much does it cost to park in SPPN

Fees apply on weekdays from 8:00 to 20:00. Weekends and holidays are free, as are May 2nd, December 24th, and December 31st. The first hour costs 4.50 PLN, the second 5.40 PLN, the third 6.40 PLN, and each subsequent hour 4.50 PLN. Therefore, three hours of parking costs 16.30 PLN. The shortest paid period is 10 minutes for 0.50 PLN.

Failing to pay a fee results in an additional charge of 300 PLN, reduced to 200 PLN if paid within 7 days. Enforcement is carried out by e-control vehicles that read license plates, so there is no need to leave a ticket behind the windshield. The zone is also an important source of income for the city — according to ZDM, the average revenue from one parking space in 2025 was around 4,500 PLN.

Electric cars exempt from fees

The expansion of the zone also has implications for the electric mobility market. In SPPN, fully electric vehicles marked with green plates can park for free. This exemption does not apply to hybrids, including plug-in hybrids, nor, according to city information, hydrogen vehicles. The type of propulsion is automatically verified using data from the Central Vehicle and Driver Registry.

With each new district added to the zone, the financial advantage of electric cars for everyday use grows. For those commuting to Służewiec or Okęcie, this could be another reason to choose an electric vehicle—alongside lower operating costs.
