Electric scooters may face a new requirement to operate in Spanish cities. The National Confederation of Driving Schools (CNAE) has proposed that users receive specific training before riding, a measure aimed at reducing risky behaviors and improving coexistence with other vehicles and pedestrians. The proposal has been submitted to the relevant authorities, though there is still no obligation to take these courses.

The initiative proposes a change in how vehicle safety for personal mobility devices is approached, requiring drivers to comply with traffic rules without first having to prove they are familiar with them. Driving schools believe road safety education should begin before violations occur, rather than limiting authorities’ role to inspections and subsequent penalties.

The DGT has a new proposal for drivers of electric scooters

CNAE’s approach involves creating courses tailored to the characteristics of these vehicles, covering topics such as signage, right-of-way rules, traffic regulations, and accident prevention. The training would also help identify dangers associated with certain maneuvers and understand the consequences of sharing roads with cars, motorcycles, and other road users.

The organization believes this preparation could help reduce behaviors like riding on sidewalks, using mobile phones while driving, or wearing headphones while operating a vehicle. Currently, electric scooter users do not need a driver’s license, although they are subject to the restrictions and requirements set by state laws and relevant municipal regulations.

For now, the proposal does not set a specific duration for the courses nor determine whether participants would need to pass an exam to certify their acquired knowledge. CNAE has expressed its willingness to collaborate with the DGT and relevant authorities to develop these programs, but Tráfico has not yet announced its approval or a timeline for their possible implementation.

The CNAE request extends to the training of future drivers, particularly regarding the effects of alcohol and drugs on road safety. According to data from reports issued by the organization, 60,492 administrative cases related to drug use were processed in 2025, a figure that includes all drivers and not just users of electric scooters.

To strengthen prevention, the Confederation calls for the development of road safety awareness modules for future drivers, as already included in Spanish legislation, drawing on the courses currently offered to those who need to restore points or their driving license. The organization argues that such training would help people understand the consequences of dangerous behaviors before obtaining a driver’s license, rather than waiting for a serious violation or accident to occur.
