Ursus's balls on why Chinese people don't invest here

Adolfo Urso’s claims about Chinese companies not investing in new factories in Italy. He refers to the lack of abandoned plants available for Beijing-based manufacturers. (Photo above: Minister Adolfo Urso with his Environment colleague Gilberto Pichetto Fratin)

Urso saying, “We don’t have any abandoned factories…”

Instead of getting straight to the point about the unaffordable cost of energy, the Industry Minister preferred to paint a reassuring yet misleading picture. Experts were able to easily dismantle these two arguments. Among them is Ernesto Ciorra, a former senior executive at Enel and now a consultant, who wrote on LinkedIn: “Adolfo Urso explained that Chinese automakers don’t set up factories in Italy because they are looking for existing, ready-to-use plants, ‘key in hand.’ And that Stellantis doesn’t have any such factories to offer. He explicitly mentioned BYD and his meetings with Alfredo Altavilla. But industrial facts tell a different story.” From there, Ciorra listed the completely new factories built by Chinese companies everywhere except Italy—in Hungary, Turkey, Spain, and France—by BYD, Leapmotor, Chery.

e Dongfeng.

There’s no need to beat around the bush: energy costs here are prohibitive.

Ciorra’s conclusion is this: “There are four industrial models: 1. Building new factories (greenfield). 2. Acquiring and converting existing plants (brownfield). 3. Creating joint ventures with local manufacturers. 4. Sharing production capacity without buying factories. It’s true that BYD currently prefers acquiring an existing plant to accelerate its expansion in Europe. But a commercial preference is not a universal industrial constraint. So why explain the lack of Chinese investment in Italy by citing a shortage of closed factories? The real issue is the competitiveness of the country’s system: energy, infrastructure, incentives, skills, bureaucracy, rule certainty, length of civil and criminal proceedings... We don’t need factories to close. What we need is to create conditions that make it worthwhile to open new ones here!!!” We fully agree. The problem...

The central issue is the cost of energy. And in 4 years, this government has done nothing to address it, indulging in the dream of nuclear power coming soon.
