Fleet Study: Significant Gap Remains in Electrification

The BBM Fuhrpark-Benchmark 2026 reveals significant gaps in cost control, data integration, and electrification. The Bundesverband Betriebliche Mobilität (BBM) analyzed data from 142 fleet managers in twelve industries for this report.
Although 93 percent of the surveyed companies have a written “Car Policy” according to the survey, gaps remain in terms of cost transparency, data integration, and systematic management. The difference between formal approval and the actual vehicle fleet becomes particularly evident during electrification: battery electric vehicles are already permitted in 90 percent of Car Policies. However, they account for only a median of 20 percent in the actual vehicle fleet.
"The fundamental decision in favor of electric mobility has already been made by many companies. However, there is still a significant gap between approval in the car policy and implementation in the fleet," explains BBM CEO Marc-Oliver Prinzing. "Charging infrastructure, budgeting, cost analysis, and user acceptance must all be considered together. Therefore, electric mobility is no longer just a matter of choosing the right vehicle—it’s also a management challenge."
The survey also reveals gaps in cost and data management. Only 26 percent of the surveyed fleet managers use a comprehensive total-cost-of-ownership analysis (TCO), while 57 percent track their overall costs and 38 percent can accurately quantify their cost structure. Fifty-three percent of the surveyed companies use an integrated system.
