Finns: FSD (Supervised) makes safer decisions than humans, and its reaction time is generally faster as well

The Finnish regulator, Traficom, publicly responded to inquiries regarding the FSD (Supervised) system, also known as Supervised Full Self-Driving. It addressed the doubts raised by ETSC and clarified by RDW, while also sharing its preliminary opinion on the system. It was acknowledged that Tesla’s software often makes safer decisions than a human driver and has better reaction times, likely due to a broader 360-degree view of the situation (source).

FSD (Supervised) as a development stage toward autonomous vehicles

The most important advantage of Tesla’s system is that it does not require constant physical involvement from the driver in controlling the car. Although the manufacturer emphasizes that FSD must be Supervised, meaning ongoing monitoring, Finns recognize reality: current mechanisms require hands on the steering wheel, while some allow them to be removed under strictly defined conditions (such as on highways, like Ford Blue Cruise). FSD (Supervised) enables hands to be placed outside the steering wheel under any conditions, even though regulations in many countries do not permit such flexibility (see: Poland).

The advantage of Tesla’s system is also the ability to adjust driving speed and automatically adapt it to surrounding traffic. FSD (Supervised) performs well in poor weather and on roads without clear markings. It has also been observed to make more responsible (safer) decisions and react faster than a human could. This latter aspect is actually why Tesla’s software receives frequent praise—due to the limited speed of our perception, people have the strange feeling that the car “predicted” the threat. It is only video recordings that show it “only” reacted within tenths of a second:

The Finns aren’t ruling out allowing Tesla’s system on roads based on RDW certification and their own tests — and they might do this even before a decision is made at the European Union level. The situation is interesting because if it turns out that the FSD (Supervised) system fails in Parliament due to resistance from Sweden and other countries, it will still be allowed in some nations for at least a while. However, if it passes, it could obtain pan-European approval by October 2026. He also revealed to Traffic that they are simultaneously researching autonomous vehicles, which could appear on Finnish roads as early as 2028.
