Chargers under the blocks? The Ministry of Climate is “evaluating the possibility of subsidies” and legislation, but nothing has happened yet

The Gramwzielone.pl portal noted an interesting inquiry from MP Karolina Pawliczak, which asked about the possibility of supporting the construction of charging stations in multi-family buildings. In short: there are currently no plans for subsidies for such devices, although the Ministry of Climate and Environment is examining the issue. However, under the Electromobility Act, the appropriate authority for this question is the Ministry of Energy, more specifically: the Electromobility Development Team established in March 2026.

Municipalities should act on their own

Krzysztof Bolesta, deputy minister for climate and the environment, may not be overly optimistic in his response, but he does provide specific guidance on what local governments can do next. It would be good if they assessed the demand for charging stations and planned their placement, and over time also created “organizational conditions favorable to investment by charging station operators.” In other words, they should have their own demand maps, especially in residential areas where there are no private parking spaces.

Local governments should act on their own

There is nothing preventing local governments from making municipal properties available to station operators. However, clear and favorable operating conditions are necessary, including appropriately long lease periods and not overly high fees. It is also important to establish connections with a local energy distributor, even just to carry out some tasks on behalf of the operator, such as assessing the feasibility of installing connections in a given area. Nevertheless, local governments do not have to fund the infrastructure out of their own funds.

Any additional fees for chargers under buildings might only arise under the National and Regional Partnership Plan, which is set to take effect from 2028 to 2034. However, this remains a distant prospect, depending not only on available financial resources but also on whether this issue is deemed a priority. For now, local authorities can attempt to apply for programs such as FEnIKS (European Funds for Infrastructure, Climate, and Environment) and FEPW (European Funds for Eastern Poland), as well as regional programs, but they will need to thoroughly justify their decisions.

Editor’s note from Elektrowozu: There are several organizations in the country advocating for e-mobility. Could it be that their leaders only live in luxury homes, preventing them from seeing the obvious fact that installing charging stations near residential buildings could attract a huge number of electric vehicle buyers?
